In 1975, the National Commission on the Role of Filipino Women (NCRFW) was created by virtue of Presidential Decree No. 633. The Decree states that the creation of the NCRFW is borne out of a need for a body to “review, evaluate, and recommend measures, including priorities, to ensure the full integration of women for economic, social, and cultural development at national, regional, and international levels and to ensure further equality between men and women.”
After the major shifts in government in 1986, the new NCRFW officials decided to focus on mainstreaming women’s concerns in policy making, planning and programming of all government agencies. These efforts paid well with the integration of gender equality in the 1987 Constitution.
The Magna Carta of Women (Republic Act 9710), which took effect in 2009, renamed the NCRFW as the Philippine Commission on Women (PCW).
Today, the PCW acts as the primary policy-making and coordinating body on women and gender equality concerns. It currently focuses agency activities on several priority areas, namely: the Women’s Priority Legislative Agenda, gender-responsive governance, leadership and political participation, women and the environment, violence against women, women’s economic empowerment, and the Millennium Development Goals.
